Some notes and note folders on my iPhone aren’t syncing to my iPad notes. Also note edits on my iPhone sync to my ipad albeit slowly but edits on my iPad aren’t synced to my iPhone at all. Some notes on my iPad are outdated and I sorted unlike my iPhone. Is it because of my full iCloud storage or something else?

If your iCloud storage is full, you may see unpredictable results with synchronising data between devices using iCloud. Notwithstanding available space, you must enable iCloud Notes for all devices that you wish to keep synchronised:
Settings > [Your Name / AppleID] > iCloud > [Apps Using iCloud] Show All > Notes - set to ON
Given that your available iCloud storage is full, consider increasing your available iCloud storage quota. For many users, the “free” 5GB quota is insufficient; for a small monthly subscription, you can increase your iCloud storage to 50GB, 200GB or 2TB:

Check Settings > Notes > Accounts on both devices. Are both exclusively using iCloud as the housing spot for all your notes?
Do both have Settings > Notes > On My [iPhone/iPad] Account turned off?
Both my iPhone and iPad have iCloud as the default account and both have iCloud listed in the accounts list in settings > notes > accounts.
Both settings also have on my iphone/iPad account turned off
Both my devices have iCloud notes enabled, so I guess it may be the full storage that’s the problem.
Does it matter which device I enable iCloud from?
You will likely only wish to disable iCloud synchronisation for the device(s) that you don’t wish to synchronise Apps or services via iCloud.
