Continuity Camera works in Quicktime but not Preview

I have all the settings right for Continuity Camera between my iPhone 11 and my MacBook Pro 2022. But somehow the option to scan a document into Preview is always greyed out.


I can record a movie in Quicktime on the MacBook Pro using the iPhone as a camera. But whenever I switch to Preview, no luck.


Bluetooth is on, both devices are on the same WiFi, both signed into iCloud with 2FA. Preview sees the iPhone but "scan document" and "take photo" are both greyed out in the "import from iPhone" menu item.


Whether the iPhone is locked or unlocked, no dice.
