Carrier locked on my 13 pro max

Ask the person/company that sold/gave you the iPhone.

Just a heads up - even if you’re fortunate enough to get the carrier lock issue resolved (I certainly hope you can!), there may be another impossible-to-solve issue awaiting. If that iPhone was previously stolen by the seller, it is almost certainly Activation Locked. Activation Lock, set by the iPhone owner, requires the original owner’s Apple ID and password to unlock. Without this information, the iPhone will remain useless forever.
