ipad 12.9 6 generation volume keep going down why
My iPad 12.9 volume turns down about half way when I turn the volume up
at max level.

Is your iPad linked to a device management system? For example, is it issued to you by a school or business? If so, it could be that limitations have been set by the administrator. If that's the case, you'll need to speak with the admin for help.
You may also want to see if any restrictions are in place on the device as well. For this, you'll go to Settings > Screen Time > Content & Privacy Restrictions > Reduce Loud Sounds and check to see if changes are allowed. If this is your device, simple change the setting to "Allow", if it's not your device and/or is managed by a parent, you'll need to ask them to change the setting.
