I don't think so – with your current startup disk.

• Windows 7 or later using iTunes 12.10.10 or later"

If your Mac Pro is capable of running El Capitan (or later), you could upgrade the OS and install iTunes.

Download iTunes 12.8.3 for Mac

Note that PowerPC-only apps won't run on anything later than Snow Leopard. (Lion had Rosetta 1 for dinner.)

I have the feeling that a 15 year old iTunes won't be able to talk to an iOS 16 iPhone.

Hmmm. Back up the iPhone then plug it in and see? If it works the please let me know.
