Please follow this path:

iPhone > Settings app > Face ID & Passcode > enter Passcode > Use Face ID For > Turn on for Wallet & Apple Pay.

Either is acceptable for security purposes. Did it attempt Facial ID then default to Passcode?

Did didn’t ask for Face ID at all it went straight to passcode.
