Today I applied the system-identified updates (OS & Safari). After restarting this file was identified as being changed:
com.apple.jetsamproperties.Mac.plist
What does this govern, and is it fine to find it changed?

I don't think I've ever seen an update report a list of changed files.
It appears it is an iOS file that has some memory tracking and reporting for when apps are "jettisoned," hence, Jetsam.

I don't know why that documentation doesn't include macOS in that list. It most definitely used Jetsam.

It was one of my 'system checker' apps that routinely lets me know about changes, typically after an OS upgrade. I don't recall which one -- likely Drive Genius.

The thing you should probably delete is your system checking app.
