Well, I was able to find the solution to my question. I was so close to solving this before I posted. Anyway, I thought I would reply to my own posting to help the next person trying to figure this out. So, here are the steps to get the MacBook Pro M1 to recognize the XR18:
This procedure should work on the M2 MacBook as well but I can't be sure because I don't have access to one.

For those still looking for a solution: just got mine to work by using a different usb hub and setting the mixer usb settings to 18 in 18 out ports. For some reason the 2 in 2 out doesn't seem to work....
Thanks for the advice. I updated the XR18 firmware and the XAir software before I posted. I did update to Ventura 13.5 after I posted. Unfortunately, there wasn't any change after the 13.5 update. So, the saga continues. Thanks again.

For what it's worth, the current macOS Ventura version is 13.5.
How do you update the firmware if you can’t communicate with it?
Hey I'm using Sonoma 14.1.1 and the same thing is happing to mine anyway to fix it
I did everything you recommend and it won't read the usb
