Having issues with ATV... Model A1427.....Activation Failed...
Here are the steps that I have taken to resolve the above...
Could it be that this ATV has had its day and I need a replacement ?

You forgot to specify if you tried for Mac or PC.
The steps are outlined in the thread 253335016 too:
On Windows
1. Installed 3utools on my laptop
2. Connected my Apple TV to the power and connected it via USB on my laptop
3. Start 3utools to find the Apple TV
4. Selected More
5. Selected “Batch activation”
6. Clicked all and Start
Finished.
On Mac
1. Use/install Apple Configurator 2 on your iMac or MacBook.
2. Connect to ATV micro usb.
3. Choose Apple TV
4. Choose Profile
5. Choose Activate
Finished.
As those instructions do not specify Device Enrollment Manager Role at all, then try to skip that.
While Configurator is designed for deployment (enrollment) of corporate and educational institution devices, this use is different from that (just activation with a valid Apple ID account, nothing more).

Thanks for all your help...not sure if we are going to get this fixed....I can only install Apple Configurator on my iPhone...don't have an iMac or MacBook.
Guess I have no option than to get another ATV..
Sorry about the confusion. I didn’t even realize that Configurator for iPhone existed.
You will need a computer for the listed procedure. It doesn’t have to be Mac (there is an alternative for Windows PCs). It doesn’t have to be your computer.
Thanks...but downloading the app asks for a 'Device Enrolment Manager Role'......not sure I can access this info ?
