Apple TV does not open on tv and cannot turn Apple TV off
We have television set to HDMI Apple TV on but does not connect to tv

To resolve something like this, it is important to isolate where the issue is happening.
Restart all the devices involved. While simple, this can refresh the operating systems, apps and connections.
If the issue remains, plug a different device into the TV and confirm that the television works as expected.
Then plug the Apple TV into another television and see if it works there.
Using these steps you should be able to isolate the problem and then go from there to find a solution.
