Create a second Apple ID for a new device

Hello, I am wanting to create a new Apple ID for my new iPad, and not add it as primary iCloud/Apple ID to my existing Apple ID. I want a separate main Apple ID for a different device. So I have a Win11 PC/ New iPad ecosystem set-up and not add it to my iCloud that has my iMac/Macbook/OldPC/OldiPad and iPhone setup.

Reason being conflicting my work flow of the use of my art and creativity software. I don't have money to buy everything Apple new at once, and new software versions, and then also experience the loss of abandoned software/apps.

Due to the fact I want to keep some old software on my old devices that have been abandoned for newer iOS/Mac versions.

I tried to create it with a gmail email address, in iTunes on my new WIN11 PC , I got verification email, and it completed successfully... But when I tried to log into iTunes on the PC with the new Apple ID, it says your Account has been locked for Security Reasons. Reset at iforgot.apple.com

So it asks me to reset password.

So I fill gmail and the annoying captcha and click continue

It says this Apple ID is not valid or not supported ....

So I go to my new iPad..

enter in the gmail as Apple ID

Then password textbook appears, put in the password

It then pops up saying the Apple ID is locked for security reasons, to unlock, you must verify your identity.

So I click on Unlock account

Then a popup says Cannot Rest Password , This Apple ID is not valid or not supported.

The iPad was purchased on Amazon UK brand new, sealed in the box, as a new item. should I have purchased it from apple directly, which I was, until I found I got discounted a bit because of having Amazon Prime which I primarily use for shopping my weekly groceries.

So what do I do now ?
