That decision is up to the supplying studio, A24 Films.

Apple is a reseller for iTunes Store movies from other studios, and will gladly offer it in any country where A24 wants it offered.

A24 may currently have an exclusivity deal with other streaming content providers (e.g. HBO) for a limited time in certain countries.
