connect my series 3 watch to my computer

Can I connect my series 3 to my computer? Since I cannot connect it to my iphone due to it being a second watch for my son and he has no iphone? The Iwatch app says it must be a series 4 or higher to set up as a family member. He has cellular service on the watch.

Apple Watches only work with iPhones. They will not connect or work with any other devices.
