The iPad clipboard is merely a temporary location for text (or objects) that you “cut” or “copy”. When you “paste”, the last item copied to the clipboard is pasted to the chosen location.
The iOS/iPadOS clipboard is not of itself an accessible location or App - neither does it maintain any kind of history that can be reviewed or edited.
To copy to the clipboard, highlight the text passage, image or object; from the menu, select Copy.
Having copied the text or other item, you can simply “paste” to someplace else. To paste the current clipboard object, touch-and-hold with your finger to expose an action menu; from the menu, tap Paste.

Not sure I understand what you are asking.
The clipboard is place where copied items or text reside temporarily.
You can't post messages to the clipboard. You can copy a Message to the clipboard and then paste it somewhere else.
Anything in the clipboard can then be pasted by using the "Paste" option in the tools bar on the onscreen keyboard..
There is no separate access to the clipboard and there can only be one item or text in it at a time.

THERE IS NO WAY TO ACCESS THE CLIPBOARD ON AN IPAD.

Close. It is not on icloud. It is held in the iPad's memory (RAM, not storage), until something else that has been copied overwrites it.
This area of memory is commonly referred to as the "clipboard".
There is no way to access it, beyond pasting what's there.

That is correct. That is not how it was intended to be used. It's just temporary storage. If you need to copy things and then find them later, paste them into a Notes page. Or see the recommendations LotusPilot gave.

A further note, anything you copied to the clipboard is overwritten the next time you copy something. It's not a permanent repository. There are third-party apps that will allow you to store things you've copied. The one I used to use, Copied, seems to no longer be available. But, there are others.

i just figured it out and i would say
the last thing copied to clipboard is all you can access
to access it " paste " where you want it to appear and it will appear

Wrong. There is a clipboard on all iPads. It is just not accessible beyond pasting what is in it.
It has worked the same way since the very first iPad in 2010.
