ICloud won't sync contacts and calendar with Outlook in Windows

This used to work but I recently had a crash where I had to reload Windows and start over. Windows is Win 11 Home and Outlook is 2021 (not 365). The Outlook add-in is active. When contacts and calendar syncing is enabled in iCloud it acts like it is syncing but then there is nothing when Outlook is opened. There is no iCloud data file in accout settings either. A main.db file is created in the folder %LocalUser%\AppData\Local\Packages\AppleInc.iCloud_nzyj5cx40ttqa\LocalCache\Local\Outlook\533991EA-7312-4F23-9D47-01FC06E4E818.aplzod everytime the sync is enabled but it never gets connected into Outlook. I've tried signing out of iCloud and signing in again. It also seems like iCloud is trying to put something in my OneDrive/Documents/Outlook_Files folder because is folder is created everytime I try to re-enable syncing. This was the default location that Outlook tried to create my .pst files but I moved them to my hard drive.

I found the problem posted on the Microsoft forums that looks like they have identified the problem. Fix needs to come from Apple in the iCloud app but the workaround is to load version 7.21.0.23 of iCloud that can be found on 3rd party sites. Here is the Microsoft forum discussion thread:

I'll just hang loose for now until Apple fixes it as I don't like using unsupported downloads from unknown 3rd party sources but the analysis in this discussion tracks my experience perfectly.

For issues with iCloud not syncing certain items on a Windows PC, you might need to work through these steps from Apple Support: If your iCloud Contacts, Calendars, or Reminders won’t sync


Refresh Outlook
Click Refresh in Outlook.

Turn off iCloud Contacts and Calendar, then turn it back on
1. Open iCloud for Windows.
2. Deselect Mail, Contacts, and Calendars, then click Apply.
3. Wait a few seconds, select Mail, Contacts, and Calendars, then click Apply.
4. Open Outlook.

I've worked though the suggested fixes with no luck, including disabling and re-enabling "contacts and calendars with Outlook" multiple times. An interesting sequence is with syncing enabled I sign out of iCloud. While signing out I get an option to retain a copy of my contacts and calendars. If I accept this option and then open up Outlook my calendar and contacts are there, although they would not sync with iCloud. I can then sign into iCloud again and not enable syncing of my contacts and calendars and the copies stay in Outlook. So I've at least been able to put a snapshot of my contacts and calendars into Outlook. If I subsequently enable syncing, the contacts and calendars disappear from Outlook.

I did a clean reinstall of Office and iCloud and tried all the recommended procedures again but with no success. While the Outlook Add-ins correctly references aplzod6432.dll as active, I did notice that a mapisvc.inf file is created where only the file aplzod64.dll is referenced inside the .inf file. This .dll is not on the computer, only the aplzod6432.dll file is on the computer. I’ve tried editing the mapisvc.inf file to change the .dll name to aplzod6432.dll but every time I enable contact/calendar syncing it gets changed back to aplzod64.dll. I don’t know if this .inf file is actually used but if it is it is incorrect.
