Thanks for posting in Apple Support Communities. When you say Consumer Cellular, are you referring to cellular service? If so, you can connect Apple Watch to cellular service by using these steps from Set up cellular on Apple Watch - Apple Support in the Apple Watch app on iPhone.
"Set up cellular on Apple Watch
You can activate cellular when you first set up your Apple Watch, or when you set up a watch for a family member. During setup, look for the option to set up cellular, then follow the onscreen steps.
You can also set up cellular later from the Apple Watch app:
- On your iPhone, open the Apple Watch app.
- Tap the My Watch tab, then tap Cellular.
- Tap Set Up Cellular.
- Follow the instructions for your carrier. You might need to contact your carrier for help."
You might also be referring to pairing your Apple Watch with iPhone. If so, make sure you are trying the following which is from Set up and pair your Apple Watch with iPhone - Apple Support.
"Turn on, pair, and set up your Apple Watch
- Put your Apple Watch on your wrist. Adjust the band or choose a band size so your Apple Watch fits closely but comfortably on your wrist.

2. To turn on your Apple Watch, press and hold the side button until you see the Apple logo.
3. Bring your iPhone near your Apple Watch, wait for the Apple Watch pairing screen to appear on your iPhone, then tap Continue.

4. Tap Set Up for Myself.
5. When prompted, position your iPhone so that your Apple Watch appears in the viewfinder in the Apple Watch app. This pairs the two devices.
