Iphone playlist aren’t syncing with ipad or windows compiter

When i create a new playlist on iphonre it nolonger syncs with my ipad or windows lap top. I updated each device checked the icloud and other sync settings, also backed up iphone with computer with cable. Ive googled it for like 10 hours tried all the basic. Any ideas! Thank you in advance

3. Tap Music.
4. Turn on Sync Library.
5. Turn on Sync Library on your other devices.
