Is there anyway I can get it unlocked if it’s permanently locked?
So I’ve been told my Apple Pay is locked permanently and nobody will explain why.

You got told wrong or you misunderstood what was being said. Apple is not a bank. Apple does not run Apple Cash, the operation of Apple Cash and the support for Apple Cash is done by Green Dot Bank. This is all contained in the terms and conditions you agreed to when you opened the account.
You don’t have to be a scammer to have your account restricted or locked. All you need to do is engage in risky behaviors or receive or send funds to people that engage in risky or suspicious behavior. Here’s probably the section you violated.

What Apple Card are you referring to? Do you mean Apple Card (a Mastercard credit card), Apple Gift Card or Apple Cash (virtual card)?

A permanent ban is exactly what the name implies, permanent. It’s best just to move on an open an account with Cash App and/or Venmo and use what you learned from this experience and don't get scammed again. Banks are private businesses and don’t have to do business with you or anyone else. The fact you were scammed indicates you made poor choices and easily became a victim. Educate yourself about various methods and schemes scammers use to trick the less informed. Use stronger passcodes, use Two Factor Authentication (2FA) and security measures to make your information more secure.
