apple mail with Ventura, I can not save mail signatures

I am using a new Mac mini m2 (2023) with Ventura 13.4.1 installed 16GB, 1K GB M2 HD.

I can create signatures as I have done many times on older machines.

I can once again create signatures, but they do not get saved.

Is iCloud getting in the way? How can I bypass this feature if it is or may be a problem.

Try turning off Mail in iCloud— test accordingly, rebooting

>System Settings>AppleID>iCloud>Mail

make your changes to Signatures.

Only then re-enable iCloud Mail and compare your results

report back your success or failure.
