Payment option not working properly

It always says my credit card failed when I set it up as a payment option on my phone for my subscriptions, but it still works and pays the subscriptions. But recently whenever I tried to redownload an old app it says I need to put in a new payment option and I’m not sure what to do. I’ve already tried to take off the card and put it back on and re do the information but nothings worked. How do I fix it so it doesn’t say payment failed anymore?
