How to get photos off my cloud onto my phone

iCloud photo how to sync but not load all photos onto new Iphone I am about to change my iPhone and have an issue, in my iCloud I have over 700gb of photo's and video's, so my question is, is there a way of still syncing the photos I take to iCloud on my new device but without all of the photos & videos syncing on my phone? (as i will have no storage space left on my new device)?

go to settings, your name, icloud

switch on photos

this will sync your photos from your old device to this one, of course only if you synced your photos already with your old device
