So back a while ago my brother gave me his phone but didnt log out of his main apple id so yesterday i removed it so my apple id would be in charge and it deleted all my notes and one of my notes had all my passwords for everything and i dont know how to get it back i really need it

If you synced your notes to iCloud then they “belong” to the Apple ID that was active. The only way to get them back is to log in to that Apple ID again. You do not have to sync Notes to iCloud, but if you do this is what happens.
Did you also have iCloud Keychain enabled? If you did your passwords will be in Settings/Passwords.
