CardDAV Account

Trying to create a locally (device only) managed (MDM) contacts account (Exchange or CardDAV) such that if the device becomes unmanaged the contacts will be deleted. It seems like if I push a CardDAV account into the device from the MDM it won't show up in the contacts app until the account is verified, but since we don't want it hooked up to a server (locally stored only) that never seems to work. We have attempted to use code to created the account, doesn't seem there is an API to do that. We can't store the contacts in the iCloud account because they could get synced off the device, that's a non-starter.
