Why does Apple force minors to login three times just to ask for purchasing permission?

It’s been years since this feature came out yet it’s still extremely broken. Why does it still require my child to login three separate times just to ask me for permission to install? This is a broken and useless feature that people have been complaining about for years yet nothing has been done about it. Is the team originally from Google?
