During iPad set up it asks for the Apple password for another person's Apple ID

I bought 2 NEW iPads from Amazon and while setting them both up it ask for the apple password for "email@att.net" does that make any sense to anyone? I did a factory reset and finished the process

This means your iPad is under activation lock. Did you purchase it directly from Amazon or from a seller on Amazon? If the seller was Amazon, ask for a refund.

Activation lock can only be removed with the original proof of purchase from an authorized Apple reseller or from Apple directly.

Without the original proof of purchase Apple will not remove an activation lock.

Reach back out to the seller and ask them to remove the activation lock by going to iCloud.com and logging in with their Apple ID and password that is logged on to on those devices, then click on "all devices" and remove them from there. That will remove the activation lock. Or ask for your money back.

Thanks for your reply - I bought them new from Amazon about a week apart. They came in new boxes and did not have any kind of notification that it was refurbished.

Will the factory reset remove any of the old data that might have been on it? After the factory reset it let me set it up but a little concerned with any security issues that this might cause.

Thanks
