New Mail Folders only appear for a moment and then disappear.

If you are using iCloud/iCLoud Drive>Mail for sync between devices(?) try temporarily disabling this iCloud mail and compare your results ie creating mailboxes locally.
If necessary sign out of iCloud and back in again
