My iPhone 14 is restricted after the update of iOS 16.6

After the update of ISO 16.6 my iPhone 14 is restricted. I get a restricted message, Message 19, that pops up anytime I try and make a phone call to someone. This has been happening for the last week! I have spent hours on the phone with my carrier provider and it has come down to apple. I need someone support from apple to remove these restrictions right away!
