Determining if blocked on iPhone after message delivery update

I'm not sure why you think something has changed and your messages are delivered to someone who has blocked you? If they've blocked you and yet you send them a message, they won't see the message. There is no way you can tell if someone has blocked you. It's a person's individual right to block whoever they want to block.
