emails with pictures attached get stuck in outbox
regular emails go through fine but it there are attachments they do move

Do these stuck messages ever give you any kind of alert or error about why they cannot send? If so, what is it?
As an added test, depending on the type of email provider you have, you can try logging into the website portal for that account and try to send the email there. This way, we can help narrow down if this is related to the Mail app or the mail account itself.
There are also some additional troubleshooting steps available at If you can’t send email on your iPhone or iPad - Apple Support that you can try on your own to rule out some other possibilities.
