my Apple Pencil was in my jacket and I didn't even notice that my Apple Pencil was in the pocket and after I checked my jacket I noticed that my Apple Pencil was soaking wet in water so I try to connect it after few times it hasn't worked since :)

Regardless, you can certainly take it to your local Apple Store or Apple Authorized Service Provider to see if anything can be done. As I mentioned to the OP, Apple does not repair these Apple Pencils. You can certainly try gently removing the rust, but this may also indicate that the damage is potentially inside the pencil as well. As such, a replacement pencil would be required if you still wish to use one with your iPad.
I noticed rust on my Apple Pencil’s Charging Port. But when I try to charge it, the blue light doesn’t come one. Do I have to get a new one or can it be fixed?
