new iphone se 3g ios 16.6 update downloads but the installation appears to hang

I bought a new iphone se 3 gen and went through activation and and set up from my old se 2 gen. The new phone is trying to update the ios to 16.6.

The new phone is connected to my wifi and download the 582 MB update in a normal amount of time. Now it's installing the update, but installation appeared to hang.

I reset the new phone to factory default and repeated the setup. Same results. The software update has been running for 45 minutes so far. Is this normal?

My old iphone and ipad updated to 16.6 with no issues.

We have a great support article that might help with this. Please take a look at it here: If your iPhone or iPad won't update - Apple Support. Check this specific section:

"If the update doesn't complete

If you're installing the update, the progress bar might appear to move slowly. The time an update takes depends on the size of the update and the number of files on your device.

When you're updating over the air, keep your device connected to a power source. If your device runs out of power, connect it to a power source and turn on the device to let the update or restore complete.

Learn what to do if your iPhone or iPad appears frozen or won't start."
