Cancel suspicious Account Recovery

I received an email from 'appleid@id.apple.com' saying an account recovery request for my Apple ID had been made from a faraway place using a phone number I don't recognize. It provided a link to 'iforgot.apple.com' to cancel the request, but when I went to that page it said "Cannot Verify Account. We apologize but we are unable to verify your account information online." I was signed in and tried multiple times, but always got the same message. The email says a text or phone call will be made to the unknown phone on Sept 11, 2023. I'm doubtful that changing the password is enough. How do I cancel the request?
