The "Continue on one of your devices" message is part of the implementation of the Passkey feature for iOS, iPad 16 and Ventura. It is currently only supported by certain web sites and apps, including the Safari app. The site or app is making a call to your trusted device(s) for you to authenticate from the device itself (using Face ID or Touch ID). However, the remote user implementation appears to be unclear at this stage and it is probably best employed by first setting up Passkeys on your devices as provided in Sign in with passkeys on iPhone - Apple Support
If you are having problems with this feature when using Safari then an alternative solution is to not use Safari for what it is you are trying to do. The resolution for this issue is not to use a different browser, it is to use a different identity context. People having difficulty creating an app-specific password on Safari (or on Chrome or another browser) should open a private browsing window, login appropriately, and repeat the attempt. This will eliminate any cached login elements that seem to be confusing the process. The browser itself is not relevant.
Yes, that's essentially the same solution as going to a private browsing window, unless, that is, the other browser also has some cached identity that will disrupt the process.
Any private window/tab for any browser will avoid this problem (because by definition they do not include any cached content from the browser's activities or cookies, etc.). This is why some people report success when "switching to Chrome" and others say the problem still exists after switching browsers.
You can get the same effect by deleting all "cached content" and cookies for whatever browser you're using, but that'd have the side effect of cleaning out all of your browsing history, etc.
I know this is true because I failed using Safari then immediately succeeded by opening a private tab in Safari and doing the same thing. I'm providing a reasoning behind the solution, rather than just claiming "switch browsers".
In the 10 or so threads I have read about this issue a common solution was to use a different browser. People have said what they were trying to do worked once they use Chrome, Brave, Firefox, etc.

If you are having issues creating a new app-specific password on the Apple ID site, look for an option to "Use a different Apple ID" when you are prompted to do this since that should give you the option to manually enter your Apple ID and password. You can also go to Settings > Apple ID when you see this prompt if you are using an iPhone, iPad, or iPod touch.
If this continues to occur after following those recommendations, then test to see if this happens on the Apple ID site in another web browser. That will help us to further isolate the cause of this issue.

i have asked several times to Apple why am receiving this message to be told that it’s maybe because I have no other devices to sign out from! I really aren’t sure about that hence why I’d like some understanding on what it’s trying to tell me
I receive it when I’m logging into safari to appleid.com.apple so as I can change my password and high light the option to be logged out of other devices !
plus I don’t have any trusted devices I only have my iPhone which is up to date and I don’t use key chain nor pass key I save my passwords myself and for now I have my own reasoning’s for doing so
It’s not making any difference I’m trying to change my password on safari iCloud, it’s the only section of my iCloud I can actually access! It’s ok please ignore my post
and I don’t use app specific pass words and tbh it seems I am signed in through app developer apps and my video call dissapeared as an option on all my contacts so did just the call button I had to go to the phone number and click on the numbers to make a call on a persons contact page! So much changes daily I can hardly catch up! I just want some straight answers and to stop being made feel a fool this is my account my privacy and it’s been 2 years with still no real answer for nothing
