I am not using my apple account for almost 10 years, then i linked my card on my new iPhone today and i was auto charge by a 10 years old purchased on my credit card and apple is not allowing me to refund it.

Hello again ~ You need to reach back out to Apple as they have the last say in that situation. You may go to the lower left and click on Support or….

We are fellow forum members and can only point you in the right direction but if you owe Apple money it will need to be paid.
