I’m having issues with some e-mail received in the iOS Mail app.
it happens only with some senders. It happens on multiple up to date iOS 16 iPhone.
the To or CC headers look messed up because of UTF-8 characters. I see stuff like =?UTF-8?
in the Gmail mobile App or Website, there’s no problem
many idea of where the issue is ?

What you are seeing are the underlying codes that tell Mail how to decode the text. They do belong there, but you should not see them. Is this mail by chance from a Windows Exchange mail system? To let Apple know about the problem, you can use

If possible, try viewing the email via webmail instead of Mail app. That often gives the right display in such cases.
If there is a header error that originates with the sending email server. Your iPhone doesn’t change the headers.

His solution was : " it seems that the problem came from a security rule on our Google Admin configuration" ... well I tried to find something in the Google Workspace Admin, but didn't find anything...
I wish I could ask @maxou69 more details, but I don't know how.

Well I’m not sure that the originating server is Exchange, but yes it might be.
the problem is that if I reply to this e-mail, the recipients are completely wrong and I can’t send the e-mail see here :
Hi, has it been resolved? Does it have anything to do with the admin settings on Gmail server, than can be easily fixed? I've had this problem for months, making my work email pretty much unusable, as many of my coworkers have names using special characters.
No problem in my webmail app. Only in the iOS Mail app
