For weeks my phone has been saying my account has been disabled in the App Store and iTunes. I can’t update any apps and I also cannot add my debit card to my wallet.

No. The problem is caused by other issues described in Katana-San's link below.

I am still getting this message on my phone. "Your account has been disabled in the App Store and iTunes.". Please note that I reactivated my account through support. In iTune and iCloud, my account is shown as activated. Not sure what to do. Please advise.
