Once you add your Capital One card to apple wallet you'll have to verify who you are. Here is where it gets weird! If this account has 2 users linked to one account (like husband & wife), the owner of the account, can easily verify their card through the app on their device. BUT, if the other user is trying to verify adding their card on a different device, the owner will have to login to the other users app using the owners login to verify, before the other users card will be verified in their apple wallet. Hope this makes sense (took 24 hrs of running around, calling both Apple and Capital one to finally figure this out.

. Capital One stopped verifying cards for apple pay via phone calls. The apple verification step must be done via profile>digital wallet. However, you must turn off WIFI first and use your mobile internet to complete the verification step via the app. Capital One and Apple for some reason have not been thoroughly made aware of this issue or solution.
I was successfully able to add my Capital One debit card to my wallet after completing the above steps.

If you are having trouble adding your card to Apple Pay, you can follow the steps in If you can't add a card to Apple Wallet to use with Apple Pay:
"Learn what steps to take if you can't add a card to the Wallet app to use with Apple Pay.
2. Check for service outages or connection issues.
3. Contact your bank or card issuer if you see the following error messages while adding your card to Apple Wallet:
Apple does not approve or decline cards for use with Apple Pay. If your card was declined, contact your bank or card issuer.
If you need help adding a card, learn how to set up Apple Pay."

the information about capital one not being accepted to Apple Pay is in fact correct, just tried adding mine, came up with a message saying card isn’t supported. When you click on ‘Learn More’, Capital One is not on the list of cards supported by Apple Pay.
Adding this as something helpful, as I just struggled with this issue for 2 months.
I lived in the US for the past 5 years and now I moved back to Europe. However, I was ensured I could keep my account open and everything would run smoothly (haha jokes on me). Anyway, my card got hacked and I had to get a new one sent to me.
The only way this will work If you are outside of the US, or just struggle to get it verified is to: Turn off your WiFi, turn on Data Roaming and Cellular data, keep in mind IT HAS TO BE AMERICAN SERVICE PROVIDER, otherwise it won’t work. And then your card will get verified for no issue. It is sad that this resolved me to having to buy International Roaming pass to just get my card into Apple Pay, but it is the only way how to work this.

As you can see the thread you posted to is covering multiple Capital One verification issues. My understanding from talking to C1 support is some of their cards require you to use the C1 app or to stop in a branch or call C1 customer support.
Have you tried using the app? Is the app updated to the latest version? Is your iPhone updated to the latest version of iOS?
I just verified with CapitalOne that "yes" you can use your C1 card with ApplePay/AppleWallet. I wasn't able to verify my card either. So, I called. If you have a VPN on your phone you need to turn it off before you can verify your card. For me, the app automatically kept turning my VPN back on, therefore, I deleted the app, verified my card and downloaded app again. Happy to say all it good.
Not totally sure on the wifi thing. Currently I am outside the United States and hence on wifi (airplane mode with wifi on) to save on roaming costs and use the wifi calling feature.
But even when inside the US and on mobile date, I have always had problem verifying my Capital One debit card to apple pay using the mobile app verification. I always have had to call Capital One support and they did something at their to complete the verification after asking few questions.
I added the card to Apple Pay and it said needing to verify, same as others it wouldn't work. I had my capital one mobile app open on my phone, hit the WiFi off, and instantly the app asked me if I wanted to verify the card. Crazy!
There are multiple security measures in effect. The VPN is a known tool of fraudster and hackers. Being overseas is a huge red flag for most banks. Location services information is also shared by the phone with your bank, and most banks will not approve a card for use with Apple Wallet if you’re not in your home city. I’m sure the US SIM card did the trick.

I’m just getting around to this now. I live in Europe and picked up my Capital One Venture card while visiting the U.S. I tried adding it to Apple Wallet after I got back, using both WiFi and my European phone plan, but like others have mentioned, it didn’t work. However, when I switched to my U.S. prepaid SIM (Ultra Mobile, which I use on some months I visit), which has some tiny amount of roaming data included, I turned on roaming, disabled WiFi, and voilà—it worked!
Note: My first attempt with this I try with a VPN to the U.S., but that didn’t work either, whether I was on WiFi, my European data plan, or the prepaid data (I initially thought that would be necessary, but no). I suspect there’s some security measure at play.
Try switching from wifi to cellular. that worked for my verification.
