I have a iPhone 13 Pro from Japan, but the region is set to the US (since I live in the US). I cannot use the "Find My Friends" feature— the tab doesn't exist on the Find My App. Can anyone help?

"Tab"? There is a "People" tab at the bottom of Find My. Here is how to use this feature.
Assuming your Apple ID is housed in the U.S. (and not Japan), try deleting and re-installing the Find My app. You may obtain it here.
