Voicemail

To get started, are you just seeing a solid red badge notification on the Voicemail tab in the Phone app? If so, since voicemail would be a carrier supported feature, the best option would be to reach out to your carrier for more information and best steps going forward.

That's a strange situation, as voicemail being left does mean that a phone number being called has that service.

Check with each cellular provider for each SIM card, as they may include voicemail automatically with their cellular service.

If you find which number(s) has voicemail, get the info from that carrier for how to set up, initial password, and so on.

This seems like unexpected behavior if you have confirmed that there should be no saved voicemails with your carrier.
