I’ve had missed calls and texts because when alerted on my watch, alerts do not come on my phone. Sometimes at work I may not feel the vibration on my wrist and I have to keep my devices on silent. I have read that this is standard - if your phone is locked/asleep and watch is unlocked, alerts only go to the watch.
Is there an override so that alerts will go to both simultaneously? Can someone explain WHY alerts can only go to one device?

It's one or the other not both.
If you go to the Watch app on your iPhone there is a section right at the top under My Faces 'Notifications', tap that then scroll down and you can mirror alerts from your iPhone onto your watch or turn each on/off depending your preference for each app.
