I would like to delete my entire contact list on the iPad so I can import contacts from my Microsoft Exchange Server.
Generally contacts may only be deleted one by one.
However, if your contacts are all housed in some external account, you may delete that account at Settings > Contacts > Accounts.

In my situation, I contacted Apple and they showed me that when adding contacts from another account, in my case an Outlook Exchange Server, it gave me the option to keep my contacts or delete them; I deleted them to avoid duplicates and it imported all my contacts from Outlook flawlessly. Now the iPad and Outlook contacts are synced.
