Mint Mobile, who I have been with since February when I also bought a new-to-me, refurbished iPhone 13 mini, said my phone is not able to activate a new eSim. They suggested I go to the Apple Store for Apple to unlock it sooner than Mint can. Online, Apple forums suggests that only the Carrier can unlock my phone. Which is true?

Only the carrier it is locked to can unlock it. Apple does not have the legal right to remove the carrier lock.

Yes. That was my guess. He had made my situation worse and told me to go to the Apple Store to deflect attention from his failure. Not happy with Mint right now.
Unfortunately, that’s pretty much the level of support I would expect from a discount carrier.
