Error coming while continue your enrollment on apple developer program. enrollment process is done but always error is coming while proceeding.

As stated above and in the error, contact Apple.
Per previous reported enrollment issues, the Apple ID must be an email format and not a mobile telephone number, payment must use a major payment card and cannot use an Apple ID balance nor gift cards, developers in India must use the Developer app to enroll, no VPN usage, and the registrant and their location can’t be sanctioned / denied / embargoed / prohibited.
As stated above and in the error, contact Apple.
