Two things come to the surface right off the bat. Get rid of Clean My Mac. It is notoriously known to interfere with macOS and causes more problems than it claims to fix.
Secondly, Ventura is currently up to 13.5.1 I'd update and get rid of Clean my Mac. Go to their website for instructions on how to remove it.
