Apple Watch bricked and won’t hard reset. Red exclamation mark with a message with support.apple.com/watch/restore

Hello, I while ago I tried to update my Apple Watch Series 4. Half way through download it somehow got interrupted, update didn’t finish and now the watch isn’t paired to my iPhone and won’t load. I get a red exclamation mark and a web address underneath. Tried hard reset, apple logo shows up for a second or two and then back to exclamation mark.

Can someone please help?
