My wife’s iphone xr had Avast anti-virus software that she deleted but seems to have left artifacts that continue to mess up her phone operation. Will a factory rest or erase all work better?

A factory reset loads a new copy of iOS, so that would be a better choice. Erase All leaves the current version of iOS in place, and it may be corrupted by Avast.
