Exchange email account on iPhone is stuck, with automatic reply indicating “loading”, so account can’t send or receive email.

I have tried a hard reset on the account and adding the email account back when I do it works until I restore the phone from backup and it goes back to the same issue

iPhone 6s, iOS 15

With the account working as expected before restoring from your backup, it sounds like there's an issue in the backup itself, possibly with the account settings. To remedy this, after restoring your backup you'll want to delete and add the account back to know that it's working correctly. Then you'll complete a new backup to overwrite the old one.
