system lock PIN code for device that does NOT show up on device list

hello, I've started using a mac mini that was shelved for some time. Out of the blue, I am asked for a six didgit system lock PIN code. Never seen this before, do some quick research, and find lots of similar solutions:

  1. Go to www.iCloud.com/find.
  2. Sign in with your Apple ID and password.
  3. At the top, click All Devices.

My device does not show up on the list.

why am i getting this message and what do I do now?

thank you

Mac mini, 10.11

worse case scenario—schedule an in-person service appointment with an Apple Store or Apple Authorized Service Provider ( Find Locations )

Bring your Mac to the appointment, and bring your original receipt or invoice as proof of purchase.
