"Turn on iCloud Photos
Make sure that you set up iCloud on your iPhone, iPad, or iPod touch or Mac, that you turned on iCloud Photos, and that you're signed in with your Apple ID.
In iCloud for Windows 10 or later, you can also choose to use Shared Albums, and customize the location of your Shared Albums folders."
If that doesn't work for you or if you'd prefer to download directly from iCloud.com, it may be best to reach out to Apple Support for more help. You can contact Apple Support from Get Support.

Thank you very much.
I was able to log in to I cloud and down load photos just a week back from the same laptop.
Now it is not allowing and message appears iCloud encountered an error while trying to connect to the server.
Support. I am in USA.

From the description it appears you're using a Windows computer to sign in to the iCloud website. Have checked to see if this works while using a different browser to know if that's what is causing the issue? Are you having other issues using the iCloud website or is it only when you're trying to download the photos?
