Is a Legacy Contact Necessary
If my Legacy Contact has my AppleID and my password, is this Legacy Contact set up necessary?

The 'Legacy Contact' is explained in detail here: How to add a Legacy Contact for your Apple ID - Apple Support. As this person is designated as someone you wish to have access to your data & information in the event of your death, it would not be needed to officially designate that person as your Legacy Contact at this moment, since they already have your Apple ID details.
However, it would still be a good idea to select this person officially, just in case there is a time where you make changes to the account and forget to share that with your person. That's completely your call, though.
